Otieno Death Video Full Recorded On Hospital Cctv; The disturbing viral video of irvo otieni death footage recorded on the hospital cctv surface on twitter, reddit, youtube and other social media platforms. According to The Washington Post, a chained 28-year-old Black man was piled on top of by seven sheriff’s deputies and three medical staff members for roughly 11 minutes until he stopped moving.

Additionally on Tuesday, a grand jury indicted 10 individuals for the second-degree murder of Irvo Otieno, who died on March 6, on counts of second-degree murder.

Prior to its scheduled broadcast on Tuesday morning, The Post released a 9-minute segment of the video. According to the publication, it downloaded the recording by following connections from a prosecutor’s open court filing.

The horrific video, which has a timestamp of 4:19 p.m., shows Henrico County Sheriff’s deputies bringing a shackled and shirtless Otieno into a mostly empty room at Central State Hospital with a few small tables and laying him on some sort of seat. Then, at 4:26 p.m., Otieno is moved to the ground by deputies, who then begin to heap on top of him.

Deputies and hospital staff are shown covering and pressing down on his entire body at one point, as several more stand over them and watch. At 4:39 p.m., a worker approaches to administer Otieno an injection as the group slowly stands up and rolls over his obviously motionless corpse.

Rescue operations, which included CPR and defibrillation, began shortly after and lasted less than an hour, according to The Post: At 5:48 p.m., a medical professional covered Otieno with a white sheet.

Otieno was arrested three days prior while experiencing mental health issues close to his house in Henrico County, Virginia, which is south of Richmond.

The 10 people were detained after Dinwiddie County Commonwealth’s Attorney Ann Cabell Baskervill filed a criminal information charge, a somewhat uncommon action that initiates criminal proceedings without a grand jury vote, according to two separate statements she made last week.

The incident would be brought before a grand jury the following week “for a final determination of charges going forward,” she said at the time, adding that she had done so to safeguard inmates who could have otherwise had contact with those law enforcement personnel.

According to Virginia Public Media, state law still mandates that the matter go before a grand jury before it can be tried in court.

Randy Joseph Boyer, 57; Dwayne Alan Bramble, 37; Jermaine Lavar Branch, 45; Bradley Thomas Disse, 43; Tabitha Renee Levere, 50; Brandon Edwards Rodgers, 48; and Kaiyell Dajour Sanders, 30; were all charged with one felony count of first-degree murder apiece.

The same accusations are being brought against hospital staffers Darian M. Blackwell, 23, Wavie L. Jones, 34, and Sadarius D. Williams, 27.

The grand jury convened on Tuesday morning, hours before the hospital surveillance video that documented Otieno’s murder was scheduled to be made public.

Glenn Youngkin, the governor of Virginia, announced on Monday that he intended to watch the video and urged the public to have patient while also calling for changes to the mental health system.

Youngkin added, “There is a judicial procedure underway, and we have to totally respect it. I encourage everyone to please absolutely respect it. We can also plainly see how heartbreakingly difficult the problems in our behavioral health system are.
